PRINCIPLE CONCEPT: Performance review of Elected Representatives on Social Development & Law Enforcing Agencies on Crime Rates

OBJECTIVE & PURPOSE:
- To review the performance of each elected public representative or member of national assembly (MNA) or member of provincial assembly (MPA) on pre-defined parameters of health, education, livelihood & housing & infrastructure. Details to be submitted in report form – on a quarterly basis – with respect to his/her constituency or area/locality for which he or she is responsible.
- Government functionaries and office holders from the public sector – beginning with those responsible for the maintenance of law & order – to submit data pertaining to pre-defined parameters. This will help establish, assess and monitor the law and order situation in any given area. Monthly updates can be made mandatory. This frequency of reportage will lead to a continuous appraisal of the improving or deteriorating law & order conditions in the country.
BENEFITS OF THE LEGISLATION:
It will serve as a gauge for the progress and change on the social welfare front as elected representatives’ performance could be reviewed by all citizens of Pakistan. As the report would be submitted on a quarterly basis, visitors to the e-portal will be able to see a comparison from previous reports and assess the improvement or decline in social welfare services (or the pre-defined parameters) across the spectrum of governed areas.
It will also serve as a guidance tool to the government, aid-providing agencies, NGOs, etc., to identify areas (like education, health, etc.) and constituencies where they should direct greater effort. For instance, in areas with low education enrollment (on any level), there can be greater investment for improvement. Meanwhile, areas facing ecological or environmental threat can see intervention from relevant ministries, NGOs and activists to ensure that ecological balance is preserved. This legislation will ensure that the e-portal serves as a consolidation portal and barometer for the creation of a local Human Development Index and provide snapshot of the social welfare situation in various regions across the country.
Similarly, officials of law enforcement agencies will be required to input data about the crime rates in their areas. Each police station will provide detailed information of all cases registered. In this way, policy makers can keep track of the incidents of crime. It will also serve as statistical data to compile reports, as well as design policies to remedy the problem. Areas with higher incidence of crime can then be focused upon; while those with lower incidences can serve as the model for arresting crime rates.
Furthermore, public, private and not-for-profit entities can also identify areas, where lawlessness reigns and come up with novel solutions to tackle them. For instance, in areas with high incidence of street crime amongst youth, sports and education can be introduced. This would not only provide the right diversion but also inculcate discipline, civic sense and a better and more productive way of time utilization. Similarly, opening up of VTCs in such areas can help provide unemployed youth, resorting to violence and petty crimes, to have a chance of learning a skill, and thus, have the capacity to earn a livelihood in a dignified manner.
BENEFITS TO THE COMMON MAN:
Citizens would be able to assess the development work being done in their locality, their region, province and the country as a whole. With information available on each front, the citizenry would be placed in the ideal position to check for themselves if the claims of development work made by the government or their elected representatives are actually taking place. This will create a system of accountability and checks and balances could be put into place to arrest the splurging of taxpayer money on sham projects.
Visitors to the e-portal would also be able to identify and suggest in which area developmental work should be focused. For instance, a resident of Layyah could suggest that his area lacks medical services and there are no projects listed. Thus, citizens would have a portal to make suggestions as they would have access to details of government’s projects.
In case of criminal activity or crime rate, visitors can assess which areas are safer and which are more dangerous. This would not only serve as a warning to citizens making travel plans, but more importantly, it would help area residents to assess whether the crime in their area is being correctly reported and quantified. Often, police officials downplay the problem of crime. With the availability of data, any such attempts can be checked and then eliminated completely.
Moreover, with such data available, the locals of a particular area can demand from their legislators, a greater budgetary allocation for development and security measures. As is known, social development is highly related to street crime in particular. When people don’t have access to social services and employment opportunities, they resort to crime. This problem can be solved if addressed the right way. The e-portal would be an indispensable tool for all stakeholders concerned seeking a solution to society’s problems.
DETAILS OF THE PROPOSED LEGISLATION:
The bill will identify, suggest & present certain basic parameters that will focus on the fundamental themes of development & social welfare: health, education, livelihood, housing & infrastructure and the state of the environment.
The elected representative of the area will have to provide & report numerical data on these five themes. These parameters will be similar to those used by welfare states and development agencies to assess living conditions in any society. For instance, the parameters used to develop the Human Development Index, which was the brainchild of the famous Pakistani economist and former minister (late) Dr Mahbub-ul-Haque will be part of these parameters, along with those used by the United Nations to gauge societal standards, the Millennium Development Goals (MDGs) and various other similar bodies.
The data will be uploaded on the (same) e-portal & will serve as a tracker of social & societal development in the various constituencies across the country. As this information will be freely available and easily accessible, it will provide not only a snapshot of the social indices of any particular region in Pakistan, but also provide the people of a particular constituency to hold their leader accountable , incase the said region performs poorly as per these social & societal indicators.
As mentioned earlier, the parameters will be developed from the five basic issues that most of the developed world is faced with: Health, Education, Livelihood, Housing, Infrastructure and Environment
The other purpose is to assess the Law and Order situation of any given area; and personnel of Law Enforcement Agencies (LEAs) will be required to perform similar functions of logging in reports based on pre-defined parameters.
The responsibility of reportage will range from the top-tier of police personnel, the Inspector General (IG) of Police, and go right down to those who interact with complainants on a regular basis, such as Station House Officer (SHO), Sub-Inspectors (SI), Assistant Sub-Inspectors (ASI), Superintendents of Police (SP) & their assistants, or ASPs.
The e-portal will also have a section for the women police department, who would be required to submit reports with similar frequency.
National Project Management Office:
This department will employ experts in project management and will make sure all government projects are executed with international efficiency standards from quality, time frame and expenses point of view.
